Hundreds of millions of dollars will be spent in the 2008 presidential election cycle, yet in all likelihood only a small fraction of eligible Americans will vote. American voter participation is so low that we rank in the bottom twenty percent of all nations in turnout. Worse still, confidence in the integrity of our voting system is perilously low, and even those who turn out are often unsure of whether their votes will be counted.

Yet, while two-thirds of Americans are in favor of reforming our election processes, there is a deafening silence in the public sphere about this vitally important issue.
