In NH: CA SOS Debra Bowen

MANCHESTER, NEW HAMPSHIRE — Last night I caught up with California Secretary of State Debra Bowen here. She was in town to monitor elections. Secretary Bowen seems particularly interested in a rare type of voting machine here: a number two pencil.
